Klavier Gavin was right, the law really is riddled with contradictions... the ideal outcome can't be reached, but still they try to reach it.
I'm still wondering if all of the H-oriented otakus of the country would go ballistic if the law is strictly enforced.

It was also a hot topic back in the ZOH forums. All I can say is the "we're doomed" stuff and the prospect of the law being a detriment to every otaku. A good word to describe it is "negative." Here's the link below to see what I mean.

First us, now the Japanese will get a tast of a similar bill, specificially in the Tokyo Metropolitan Area:

Tokyo Bill on 'Virtual' Child Porn Set for March Vote
posted on 2010-03-09 17:56 EST
Amendment can go before assembly on March 30, can become law by October

A legislative proposal was submitted on February 24 to amend Metropolitan Tokyo's youth welfare law on child pornography to include sexually provocative, "visual depictions" of characters who sound or appear to be 18 years old or younger. In addition to clauses that restrict the depictions of "nonexistent youths," the amendment has clauses to restrict the Internet use of minors through filtering software and services in net cafés and on mobile phones.

According to a March 4 Twitter post of legislator Yukie Nogami, the Tokyo Metropolitan Assembly's General Affairs Committee plans to deliberate on this proposal on March 18 and vote on it on March 19. If the proposal makes it out of the committee, it will face a vote by the entire assembly on March 30. If the assembly passes the legislature, it can go into effect as early as October 1.

It basically means that if this Bill becomes law after this month's vote, in around seven months time the otaku industry in Tokyo will turn upside down. And given the Japanese penchant for being strict and traditional with laws, I'm not really optimistic for us fans with the fate of such "virtual" characters.

I wonder if the practices of protecting one's honor in Japan will apply to otaku industry workers suddenly affected by this development.

That would be... interesting, considering the sheer number of hikkis/NEETs/otakus with their 2D waifus in that country... not to mention their 2D lolis. Hmm, I wonder if loli dakimakura and ona-dolls (if you don't know what that means, don't ask... you're probably too young to know) count?

off-topic: Yeah, I'm avoiding the use "that" word. I'm just keeping it vague for the kids.

If Japan approves the Bill on Virtual Child Porn (which probably defines any depictions of fictional girls below the age of 18 is now a crime), the it would probably have a "domino effect" as the source of nearly all anime and manga-related stuff has now strict laws, other countries will follow on-suit and some that has passed their own bills would possibly enforced it even further.
